You may need the person sending the letter of rec to submit it separately each time. The easiest way to reuse letters of rec is usually on an application platform, where the letters are often automatically used as many times as you apply to colleges.
Are you allowed to read recommendation letters?

Can you submit Caspa without letters of recommendation?
A: Yes. Once you have successfully filled out your application, you can e-submit it to CASPA at any time. However, your application will not be processed until CASPA has received all of your official transcripts, at least two letters of recommendation and your payment.
