Activate the eye and Tolfdir will tell you to use the staff on the Eye. It is suggested moving to the top of th steps and firing at the Eye. Arcano will shoot a fireball at Tolfdir who may fall at this stage but don’t worry.

Why can’t I defeat Ancano in Skyrim?
You have to close the Eye of Magnus using the Staff of Magnus. When the eye is open Ancano is invincible. After that, you should be able to attack him, but you have to keep closing the eye because Ancano will try to open it until he is killed. You bet!
